Chippendale Will Be Submitting Legislation to Address Unfunded State Education Mandates to Provide Fiscal Relief to Local School Districts
January 17, 2025
State House, Providence - Rhode Island House Minority Leader Michael Chippendale, on behalf of the House Minority Caucus, is submitting legislation to help streamline some unfunded, costly state education mandates on Rhode Island school districts -- many of which do not directly enhance the core education mission or services provided to students. After listening to school committees, including the Warwick School Committee which provided a comprehensive list of concerning mandates, this legislation came into form. Eliminating certain unfunded mandates would provide fiscal autonomy to school districts, allowing local resources to fund learning programs and tools that better service student needs.

The Rhode Island House Republican FY 2026 Budget and Policies Report
As Governors outline their vision for budget priorities in the annual State of the State Address, Rhode Island House Republicans used this same approach to outline and contrast how our state government would deliver and prioritize programs, services and policies for Rhode Island residents --if they were in charge.

The House Republican Caucus launches this effort to coincide with the commencement of RI House Finance Committee hearings, to highlight the potential reform that could take place, IF these policies were considered during the FY26 budget debate and then, ultimately enacted.

About rhode island house republicans

In 1636, Roger Williams, founder of Rhode Island, established the first working model of Democracy after being banished from Massachusetts for his “extreme views” concerning freedom of speech and religion. Thomas Jefferson and John Adams publicly acknowledged Williams as the originator of these concepts, along with the freedom of public assembly, in the First Amendment in the United States Constitution. Today, Rhode Island House Republicans uphold the liberties designed by our Founders and preserved in our Constitution, and are the primary legislative body promoting lean government, fighting for lower taxes, and advocating for initiatives and policies that improve the economy and in turn, the lives of Rhode Islanders.  As members of a part-time assembly, we are small business owners, retired educators, community activists, lawyers, farmers, military service veterans, volunteers, former local officials, retired social workers, coaches, musicians, churchgoers and board directors -- bringing these community engagement and professional experiences to our work, on your behalf, at the Rhode Island State House.
