The $13.6B "increasingly opaque" RI State Budget was a statement of values and priorities -- where the special interests won over RI's struggling taxpayers. House GOP attempted to address some of the budget's shortcomings, but all 11 amendments were shot down. Here are a few government priorities where a budget surplus of $877M and a federal influx of $1.8B in ARPA funds were not deemed important enough to consider.
