In response to a growing number of concerned Rhode Island constituents who have had bad solar installation experiences, Representative Brian Rea (District 53) will reintroduce his legislation to offer consumers protection from the growing solar industry in the upcoming legislative session. House Bill 5663 requires that all sales representatives selling or leasing solar panels be licensed by the Department of Business Regulation, and that pertinent information be provided to homeowners regarding the solar panels at the time of purchase.
“The rush on removing all petroleum-based energy in Rhode Island has thrust Rhode Islanders into financial chaos,” said Representative Rea. “The solar sales industry has been allowed to financially capitalize on our constituents’ fears and vulnerabilities. This is not about stopping solar sales, it is about protecting consumers from the lack of accountability within the sales force – the failed promises of warranty, ensuring a reliable inspection process, and in some cases, imprudent finance options.”
This issue was flagged by the Rhode Island Attorney General’s Office last spring, who indicated they support consumer protections for Rhode Island residents looking into solar energy modifications for their homes.
