"To assert institutional racism in our cities and towns and not admit that a portion of our homeless are trapped due to addiction disorder, mental health issues that go untreated, etc., is a huge disservice. And to ignore that 46% of the homeless population have zero income-- that alone tells us that most of these folks aren't well enough to seek available services or attain jobs.
